If Cleaning the Catch Basins Did Not Work, the Problem Is Somewhere Else
The first hard rain arrives, and the same part of the parking lot fills with water again. The catch basins were cleaned, the grates are open, and you still have standing water near parked cars, walkways, or tenant entrances.
For commercial parking lot drainage in Portland, that pattern usually means the visible drain is only part of the problem. Something may be restricting the pipe below it, the pipe may have failed, or the pavement may not be directing water to the drain in the first place.

What actually causes a commercial parking lot to flood?
A parking lot drainage system works in sequence. Pavement directs runoff toward a grate, the catch basin traps sediment and debris, and an outlet pipe carries the water to its discharge point. Failure anywhere along that path can put water back on the pavement.
Soft blockages inside the storm line
Leaves, sediment, gravel, and organic material can move beyond the basin and collect inside the outlet pipe. A partial blockage may pass light rain and fail during a stronger storm.
That is why the lot can look fine for months and flood again when Portland’s wet season returns. NOAA’s 1991–2020 normals show about 5.45 inches of precipitation in November, 5.77 inches in December, and 5.03 inches in January. The problem does not end after the holidays. The wet season continues through April.
Root intrusion
Roots enter storm lines through separated joints, cracks, and failed connections. They catch debris and reduce the pipe’s capacity. Cutting them may restore flow, but it does not close the opening where they entered.
Collapsed or bellied pipe
A collapsed pipe physically blocks the route. A belly is a low section that holds water because the pipe has settled and lost proper grade. Both can collect debris, but neither is simply a cleaning problem.

Poor grading or an undersized surface system
Sometimes the underground line is working. The lot may have settled, a paving overlay may have changed the slope, or wheel ruts may sit below the grate. There may also be too few collection points for the drainage area.
If runoff cannot reach the basin, cleaning or jetting the line will not change the puddle. The surface and underground systems have to be evaluated together.
Why does catch basin cleaning sometimes change nothing?
The City of Portland recommends catch basin maintenance when solids reach one-third of the depth between the basin bottom and the lowest pipe invert. Cleaning helps prevent localized flooding and keeps debris out of downstream pipes.
That maintenance matters. It just has a limit.
Cleaning removes what settled inside the basin. It does not show whether roots are growing through a joint farther down the line, a pipe has settled, or the discharge point is restricted.
If the basin is empty but water stands above the grate, look downstream. Paying for the same cleaning every year without checking the pipe is maintenance without diagnosis.
What can hydro jetting fix, and what can it not fix?
Hydro jetting uses high-pressure water to flush sediment, organic buildup, and other soft blockages from a pipe. With the right equipment, it can also cut through root masses.
Jetting is not a structural repair. It cannot:
- Lift a bellied pipe back to grade
- Reconnect a separated joint
- Rebuild a collapsed or crushed section
- Increase the capacity of an undersized system
- Correct pavement that slopes away from the catch basin
The useful question is not whether the line can be jetted. It is whether jetting addresses the cause or only restores flow for a while.

Is the flooding caused by the pavement grade or the pipe?
The way the water behaves gives you clues.
A grading problem is more likely when water sits away from the drain, remains in wheel ruts or settled pavement, or never reaches the grate. The catch basin may be dry while water remains elsewhere.
A pipe problem is more likely when water reaches the basin but drains slowly, rises through the grate, or affects several connected basins. A basin that stays full after the rain also points toward a downstream restriction.
Those clues are not a final diagnosis. A proper evaluation combines surface elevations, flow testing, basin inspection, camera footage, and locating. If someone recommends repaving without checking the pipe, or replacing pipe without checking the grade, they are working with half the system.
What does recurring parking lot flooding cost beyond cleanup?
Standing water creates work. Tenants complain, pedestrian routes change, parking spaces become unusable, and maintenance staff spend time moving water or setting out cones.
It can also contribute to:
Ice during freezing weather
Slip hazards near entrances and walkways
Water entering low doorways or loading areas
Pavement cracking and base deterioration
Potholes where water repeatedly enters damaged asphalt
Repeated emergency cleaning and vendor calls

Which Portland stormwater rules should a property manager know?
First, determine who owns the system. Under Portland City Code 17.32.070, a private sewer or drainage system must be maintained by the parties it serves. Private collection and conveyance components are generally the applicable property owners’ responsibility.
Second, do not assume maintenance and reconstruction follow the same process. Routine cleaning may not require the permits that pipe replacement, grading, a new catch basin, or changes to a discharge system require. Work that enters the public right-of-way also requires City review and permitting.
Portland’s 2025 Stormwater Management Manual sets design requirements for development, redevelopment, and improvement projects on public and private property. Before changing the system, confirm which requirements apply.
This is also why the discharge route matters. A catch basin may connect to a storm system, a combined sewer, a drywell, or another facility. You need to know where the water goes before choosing a repair or sending material downstream.
